Cruise missile. Why? Its good it can remain in air 15 hours, but why? Only use I can imagine is launching it instead of traditional strategic missile. Rusia already have good cruise rockets on strategic and tactic lvl, and ballistic for those two too. If using instead strategic rockets its too slow actually. And its engine is nuclear weapon itself, so transit through third party countries would be problematic. Its overkill for one purposes and for others there are better things. It is my understanding that the idea of a nuclear powered cruise missile has been considered and abandoned by the west because of the dangers of the contamination from the nuclear reactor (more dangerous contaminants than in the case of a nuclear explosion).
